Patrick Kearney, the initiator of REFRAIN, has been the group's spokesperson since its inception. With a bachelor’s degree in teaching and a master's degree in management and organizational development, he has worked in the sports, leisure and cultural sectors for over 25 years. As General Director of the Santa Teresa Festival for the past 3 years, he has developed a strong network of contacts in the cultural field, as well as in various ministries and cabinets. A member of the boards of directors of the Grand Montréal Comique and the Festival des Arts de Ruelles, he is also president of the Fédération de Judo du Québec.
